Is the practice of excel sheets or signed PDF is not right under Reg 3 (5) of PIT Regulations, As in Information Technological terms, excel sheets are called spreadsheets and PDF’s are called portable document files, whereas SEBI has mentioned the term “Structured Digital Database” (Basically meaning SQL Database, where data is stored in Structured Format in a Database Software like Mongo DB, MySQL, MSSQL). SQL / Structured Digital Database is high in terms of capabilities to store data and carry out functions with enhanced data safety and integrity.

Macros can be disabled in an excel sheet by the user himself or even track changes and further signed PDF’s pick the time stamping of the system, so anyone can modify the system’s timing and create a fraudulent time stamping. PDF can tamper with PDF editor.

Use of any other document file software like excel sheet or pdf apart from database software (structured one), will not fall under the strict meaning of the law.

    Is my understanding right?

Hello Sir, your point seems to be logical and providing more clarity on the manner of maintenance. While modification of the system’s timing is not possible in case of large listed companies having all the systems linked to a centralised system, however, neither SEBI, nor stock exchanges have provided any clarity on the mode of implementing SDD. There is a webinar on SDD under SEBI PIT Regulations, today @ 3:45PM by ICSI where officials from stock exchanges will also be present. I believe Structured Digital Database is a SQL technology they are refering to. Its very specific and clear i feel. Because we have two types of Database Technologies, i.e SQL and NO SQL. SQL is a Structured Database basically used by banks and all. No SQL example is our instagram data. which keeps on updating with new structures are added every now and then.
